You’re right. Deployment frequency alone hides a lot of important information so I wouldn’t make any assumptions without digging further.

I find it to be a good starting point for getting an idea of an organization’s DevOps maturity and engineering practices but I wouldn’t base any decisions based on that 1 metric.
